Are you ready to lead and make a significant impact in our community? We are seeking a dynamic and experienced Borough Manager to be the chief administrative officer of Columbia borough. The Borough Manager is responsible for the efficient administration of borough affairs and reports directly to the Borough Council. This role involves managing and directing the borough towards its primary objectives based on established policies, ensuring the community's needs and goals are met.

Essential Functions:

General:

  • Actively promote the borough's interests to state, county, and local organizations.
  • Develop new business opportunities within the borough.
  • Support community organizations, borough businesses, and citizen projects, including pursuing grants.
  • Coordinate activities across all borough departments, including the Police Department.
  • Develop and implement both current and long-range objectives aligned with community goals.
  • Establish and enforce policies that support these objectives.
  • Provide leadership to implement major plans and procedures.
  • Monitor the borough's financial condition, ensuring adherence to procedures, control implementation, and deadline compliance.
  • Oversee personnel functions, including providing guidance to department managers, addressing grievances, and participating in collective bargaining.
  • Recommend pay schedules for appointive offices and positions to the Borough Council.
  • Attend or delegate attendance at all Borough Council meetings and stay informed on all matters.

Financial:

  • Ensure the borough's financial structure is sound and adequate.
  • Develop, review, and submit budgets for Borough Council approval.
  • Ensure prompt payment of money owed to the borough and secure collection of all borough claims.
  • Submit an annual report on the borough's finances and administrative activities.

Leadership:

  • Provide direction and leadership to all borough employees.
  • Oversee the administrative office, Public Works Department, Code Compliance Department, Planning & Zoning Department, and Police Department.
  • Interact with staff, Borough Council, the Mayor, state, local, and federal officials, and borough residents.
  • Conduct meetings and develop formal presentations.

Additional Duties:

  • Assist Borough Council as required.
  • Ensure compliance with borough policies, administrative regulations, and state and federal laws.

Qualifications:

  • Bachelor’s degree in public administration or a related field.
  • Extensive experience in local government management.
  • Valid Pennsylvania Driver’s License

  • Expertise in administration, personnel management, finance, and local government policies and procedures.
  • Excellent oral and written communication skills.
  • Strong presentation and public relations skills.
  • Analytical skills for resolving moderate complexity problems.
  • Interpersonal skills for managing stress and maintaining a cooperative, service-oriented environment.
  • Organizational skills for multitasking and prioritizing.
  • Proficiency in Microsoft Office Suite (Word, Excel, PowerPoint).

Physical Requirements:

  • Sedentary work with occasional walking and standing.
  • Close visual acuity for data analysis, computer work, and extensive reading.
  • Ability to lift up to 10 pounds occasionally.
