TriStarr is partnering with a respected Lancaster community organization to recruit their new Human Resources Director, who will help lead the organization through an exciting transition.

The Director of Human Resources is a strategic and hands-on leader responsible for building and guiding a modern, people-centered HR function during a period of meaningful change. This role partners closely with executive leadership to support the organization’s transition to new ownership and nonprofit status, strengthen culture and engagement, modernize HR practices and systems, and help managers and staff navigate change, including hybrid/remote work and evolving operations.

Key Responsibilities

  • Serve as a trusted advisor to senior leadership on people strategy, organizational design, and culture.
  • Develop and execute an HR roadmap aligned with the organization’s strategic plan and nonprofit transformation.
  • Lead change management initiatives related to transition activities, hybrid work practices, and potential restructuring.
  • Oversee recruitment and onboarding across departments, with a commitment to inclusive hiring practices.
  • Partner with leaders on workforce planning, performance management, and employee development.
  • Serve as a primary resource for employee relations, including coaching, conflict resolution, and consistent policy application.
  • Support constructive labor–management relationships and collective bargaining implementation.
  • Oversee compensation, benefits, and core HR operations (records, HRIS, time-off tracking, vendor coordination, payroll support).
  • Ensure compliance with applicable employment laws and lead policy/handbook updates.
  • Manage investigations and support workplace safety, accommodations, and risk mitigation efforts.

Qualifications

Required

  • Bachelor’s degree in HR, Business, Organizational Development, or related field (or equivalent experience).
  • Progressive HR experience, including 3+ years in an HR leadership role.
  • Proven experience guiding organizations through significant change (ownership transitions, restructuring, nonprofit transformation, etc.).
  • Strong knowledge of U.S. and Pennsylvania employment law and HR best practices.
  • Demonstrated strength in employee relations, performance management, policy development, and compensation/benefits administration.
  • Excellent communication, coaching, and relationship-building skills.

Preferred

  • Experience in media, journalism, nonprofit, or other mission-driven environments.
  • Experience working in or supporting unionized settings.
  • HR certification (SHRM or HRCI).
  • HRIS implementation/optimization experience.

Reporting & Work Environment

  • Reports to: President
  • Work arrangement: Hybrid role based in Lancaster, PA, with regular on-site presence and flexibility for remote work.
