Our client, a local government office, is seeking an experienced and detail-driven Finance Manager to oversee and coordinate the Borough’s financial operations in Columbia, PA. This full-time leadership role reports directly to the Borough Manager and is responsible for managing all financial, accounting, and budgeting functions within the municipality. The Finance Manager will also serve as the Assistant Borough Secretary/Treasurer and Pension Administrator. This is a direct-hire opportunity with a significant impact on the financial health and operational integrity of the Borough.


Key Responsibilities:

  • Function as the Finance Manager, Assistant Borough Secretary/Treasurer, and Pension Administrator for the Borough.
  • Supervise all financial operations, including accounting systems, payroll, accounts payable/receivable, and budgeting procedures.
  • Ensure all financial documentation and record-keeping comply with applicable laws, regulations, ordinances, and policies.
  • Direct and perform financial risk assessments and maintain borough-wide financial procedures.
  • Reconcile bank accounts and vendor statements; resolve discrepancies and maintain positive financial relationships.
  • Prepare and present regular budget and financial reports to Borough Council and the public.
  • Lead the Borough’s annual audit and collaborate with auditors to provide required documentation.
  • Administer financial reporting and tax reconciliations (monthly, quarterly, and annually).
  • Supervise and guide the Borough Bookkeeper and provide cross-training and financial support to staff and officials.
  • Assist with grants and oversee financial administration of contracts.
  • Attend evening meetings as needed and carry out additional duties assigned by the Borough Manager.

Qualifications:

  • Bachelor’s degree in Accounting, Finance, or a closely related field required (equivalent to four years of post-secondary education).
  • Minimum of four (4) years of direct experience in financial management is required, with municipal or government sector experience strongly preferred.
  • Valid Pennsylvania Driver’s License required.
  • Must pass pre-employment and post-employment physical, drug, and alcohol screening.

Skills and Competencies:

  • In-depth knowledge of municipal financial operations, accounting principles, and budgeting processes.
  • Proficiency in Microsoft Office Suite, especially Excel and Word; strong skills in accounting and financial software.
  • High level of discretion and professionalism, particularly with confidential or sensitive information.
  • Strong leadership and team management abilities.
  • Exceptional organizational, communication, and problem-solving skills.
  • Ability to work independently, meet deadlines, and manage multiple priorities effectively.

Details:

  • Pay Rate: $60,000 to $70,000 annually, depending on qualifications and experience
  • Schedule: Full-time | Monday – Friday, with occasional evening meetings
  • Dress Code: Business Casual
