The Lancaster County Solid Waste Management Authority (“LCSWMA”) is embarking on a strategic search for our next in-house General Counsel, a vital leadership role that will shape our legal landscape and support our mission. We are seeking a dynamic, experienced legal professional to carry forward our commitment to excellence, innovation, and community stewardship.
About the Role
Reporting directly to our nine-member Board of Directors and the Executive Director, the General Counsel will serve as a trusted advisor and strategic partner across all facets of our organization. This role offers the opportunity to influence municipal, regulatory, and environmental legal strategies, manage outside counsel, and ensure compliance with a complex legal environment—all while fostering a culture of integrity and safety. The position emphasizes both legal expertise and an entrepreneurial mindset, with room for innovative approaches to risk management and operational support. Our current General Counsel will remain on a part-time basis to advise and assist in the transition of the new General Counsel.
Key Responsibilities
- Strategic Legal Advisory: Offer expert counsel to the Board, Executive Director, and senior leadership on municipal law, regulatory compliance, governance, contracts, environmental issues, labor and employment law, and other operational legal matters.
- Contract & Transaction Management: Draft, review, and negotiate a wide range of complex agreements, ensuring alignment with organizational goals and financial strategies.
- Risk & Compliance Management: Develop and recommend policies to manage legal risks and ensure adherence to operating governance and ethical standards.
- Legal Resource Coordination: Oversee and collaborate with outside legal counsel to ensure effective, efficient, and cost-conscious legal services.
- Business Partnership & Negotiation: Act as a strategic advisor in negotiations, dispute resolution, and conflict management, balancing legal considerations with operational needs.
- Leadership & Ethical Stewardship: Promote a culture of ethical conduct, compliance, and proactive risk mitigation across the organization.
- Community & Stakeholder Engagement: Serve as a thought leader, aligning legal and business interests with community, governmental, and stakeholder expectations.
Qualifications & Experience
- Juris Doctor (JD) from an ABA-accredited law school.
- Minimum of 7 years of legal practice, ideally within a law firm or corporate legal department, with substantial experience in municipal and/or business law.
- Active law license in Pennsylvania or eligibility for admission.
- Proven ability to negotiate complex agreements, resolve disputes, and provide strategic legal counsel.
- Strong analytical, communication, and problem-solving skills.
- Business acumen gained through civic engagement, finance, leadership, or operational roles.
- Results-oriented, decisive, with high emotional intelligence and integrity.
- Ability to work effectively both independently and collaboratively in a fast-paced environment.
